What you can do already is launch Spine with the version command line argument, as described here.

So you could add the command line arguments -u 3.8.84 to launch Spine 3.8.84. Then you could copy the primary Spine desktop link and add the version arguments for each version.
E.g. like this, added after the ":
"C:\Program Files (x86)\Spine\Spine.exe" -u 3.8.84
