This was an issue that could be resolved by adding keys to the fractional frame. Fractional frames are explained in the following section of the Spine User Guide:

As stated there, Spine's timeline normally has frame snapping enabled. Holding the Shift key disables frame snapping. This allows you to add a keyframe at frame 9.9, between frames 9 and 10. By setting the interpolation of the key added at frame 9.9 to Stepped, you can instantly return the bone's transforms to its original values when creating a full rotation motion like a 360-degree turn.
